Most likely a supersaturated solution, where the drop in temperature lowers the capacity of the liquid to hold the dissolved material, so it crystalizes. Or could be something else, I'm not entirely sure.

i've seen this before, the purified water is supercooled. When you take the water out of the freezer, it is still in liquid form, but the water is below freezing. when you affect the water in any way, it reverts to it's solid state.

What the ice is is super distilled water at below freezing temperature. It is so pure that ice cannot form because it has nothing to freeze to however when another object is put in the ice freezes to that and it continues through the water
