yes. the most noise a gun makes is at it's muzzle from both excaping gas and the projectile breaking the sound barrier. with a suppressor, it has baffles that redirect, slow or stop the escaping gases which reduces that sound, then you would add to that a sub sonic round so that it does not break the speed of sound and you will end up with very quit, all be it still audible gun. a cat, or other material could act as the baffles easily slowing or stopping the escaping gases, lessening that sound. you are also pushing a projectile through mass and slowing it's speed. so a 9mm out of a standard 4" barrel can do something like 1200-1400fps and I imagine while it would effect the overall aim from a distance, it could slow the bullet enough that once it leaves the object it could be going slow enough not to break the sound barrier (creating the crack sound) but still fast enough to kill easily.
