You're amazing for posting this. Been trying to find out how to make this awesome.. glass vase-like thingy I have into a bong and you may have just solved my problem for me :D Coincidentally I was the 420'th thumb as well. Thanks OP, thumbbed accordingly

Tried it.
Can't get a clean cut, but that's probably my fault, and besides, it does work.
I can probably fix the unevenness when I sand it, too.

A much better way is with a glass/porcelain/ceramic cutter, make a like with a support, then boil water in a casserole or teapot, have cold water running in the sink, roll the bottle and putting the really hot water on the previously made cut, after 1-2 full circle, put under cold water and roll it( redo until cut) or when you hear a cracking noise you can either continue or make a breaking gesture with the bottle. It's way more perfect than any methods I've seen on the net, just next to a wet tile saw. For sanding, a small dremel rotary tool works best with one of the tips made for sanding glass. You should definitely wear a mask and/or goggles that cover-s your eyes and your mouth and nose, gloves are optional, also the mask will probably make the goggles misty/foggy easily, take a pause when that happens.. make sure that the place where you sand can be easily be cleaned with a vacuum. When you wash your glasses, make sure that the cloth you use to dry them aren't used for anything else if not washed. Your own clothes will have glass dust, changing clothes after working is suggested.
For all of you who want to make a bong out of it, just put the string in a circle on a part of the bottle instead of wrapping the string around the bottle, it will still cause the same fractures when you cool it.

Science time.
The "heated" string causes the crystalline shards of the glass underneith it to become weak points or "fracture lines", if the glass was allowed to cool over time, this wouldn't really effect it at all, but running the water over the heated fracture lines causes an extreme temputure difference and makes the heated crystals contract rapidly and break off. Because of the string only heating the surface of the glass though (I.E. not properly heating it all the way through from both sides) there will still be some connection at the fracture line which is why you tap the glass to break it off.
And obviously, cut glass is sharp, hence the sand paper.
I used a less effective method where i bought a glass cutter and scored a line across the bottle (i was cutting wine bottles in half for a project) and then heating it with a lit candle, before washing it with cold water to break it, makes a really satsifying noise when it breaks too.
