Actually, the numbers before the letters do not indicate the size of breasts, it indicates the bra's band length.
So let's say you have 2 people: 1 fat, 1 skinny, both have D-cups. The fat one would have, let's say, 80D, skinny one would have 36D. Because the fat one's bra band should be longer, the number of the bra size is also bigger.
So when it's said that the average bra size is 36D/36DD, it doesn't indicate that the people have gone fatter, it just shows that the breasts have become bigger.
