Another explanation is that he could have not known about the heavy-clothes-bring-you-down thing and just took his pants off to protect his valuables (i.e. keys, wallet).

As far as I can tell the water should be extremely cold with such large gusts of winds. You would want to take off heavy clothes that would drag you down or stop you from moving well like pants since you can't very well kick with wet, cold pants, but would want the defense against the wind with a long sleeve shirt.

Another reason could be time. He might have stripped his pants off, seen the dog go under for a second, and panicked before deciding it was better to get wet and cold than miss the few vital seconds to save the dog.
