Collins didn't get to go to the moon. He just got to orbit it, and meet up with Buzz and Aldrin. He was very worried that the rendezvous might somehow fail, and this could be a part of a book he wrote about the possibility.

Basically, this was prepared if the lunar lander module couldn't launch or connect with the main pod that'd take them home. One of the astronauts had to stay in the orbiter module to reduce weight, and he'd likely be able to make it home on his own if the other two couldn't get back into orbit and connect up.

There are several versions of this document. this one relates to an issue with the lunar lander Michael Collins in the command spacecraft was still expected to make it home at this point hence why he is not mentioned.
