No, Fallout: NV made a reference to TF2, which made a reference to Worms, which made a reference to Monty Python and the Holy Grail.
NV came out in October 2010, the TF2 item came out in August 2010. Worms World Party came out earlier than both.

The Lumbricous Lid is a reference to Worms, as it's a preorder bonus for getting one of the Worms games, and the game in and of itself references Monty Python. So it's a tf2 hat referencing a Worms item referencing Monty Python.
