The hell you talking about? The NCR was only a single town in 2, started in Shady Sands from 1. And at the time they hadn't even created NCR money, caps were still in wide use even in the NCR. It wasn't until slightly before the events of New Vegas when the NCR tried to bring paper money back but caps are still the most widely used currency.

The NCR wasn't even around in 1, and Shady Sand's Leader, Aradesh, had a daughter named Tandi

Tandi was the first President and best leader the NCR has ever known


The NCR had quite a few towns under it's rule, and they used Paper money

It wasn't until the war with the brotherhood Near 2281 that their gold reserves were destroyed and bottle caps became the norm again

I never said the NCR was in one, but Shady Sands between the course of fallout 1 and 2 became the main NCR city under Tandi as stated by Marcus. And maybe they used paper money among themselves but no one else did. New Reno used caps, so did San Francisco, the Den, hell, even Vault City still used caps (despite the fact I wanted to butcher everyone in that "I'm better then you" ******* ).

And they didn't really have many other places, they wanted to claim Vault 15 but due to the bandits they were incapable of securing it until the chosen one (you) ***** them up.

Yeah, the game is fairly lacking tutorial wise... Considering it doesn't have one and basically tells you to figure it out for yourself, but after you get the hang of it it flows pretty nicely. At this point I could probably beat the game in about 2 hours if I rushed, especially since I know how to get the reinforced power armor and plasma rifle in like 10 minutes (word to the wise, always have two rad-x on you if you plan on doing the glow rush, rad-x stacks so two makes you completely immune, and considering you get like 100 RAD every few seconds you'll need it if you're gonna be in there for more then 5 minutes)
