Click start, right-click computer, click properties, click device manager on the left (then click yes if UAC pops up), click the arrow to the left of "Display adapters" and tell me what it says under it. Trust me, I can fix this for you.

Alright. Go to this link http://www . dlldump . com/download-dll-files_new . php/dllfiles/D/d3d9 . dll/5 . 03 . 2600 . 2180/download . html (remove spaces) and click the blue link that says "Click Here to Download d3d9.dll" and download it, then after it's downloaded put it in your installation directory where the Fallout 3.exe is located. It should work after this.

:/ that doesn't sound right. It's a common fix that lots of people have to do. The game is only supported by nvidia and ati video cards. Not intel hardware. The dll file tricks the game into thinking you're using an nvidia card so you can play it. I had to do the same thing. But it worked for me.....I'm not sure what happened......

Don't try opening the launcher, instead go in the installation directory and click Fallout3.exe. That might work.
