It was good in 3 and NV, I don't know what you're on about.

The thing about it was that it took a lot of time before it became practical in those games, but once you got there it was great.

Uh, no. On a standard difficulty run (inb4 casul), a sneak build comes online as soon as level 5 as long as those first levels are devoted almost entirely to putting points into Sneak. After 75 points or so you can avoid detection at melee range provided you don't run when you get close (until you get the Silent Running perk, which isn't too far away at that point since it's just a matter of hitting the level requirement).

After you gain the ability to move anywhere without being seen, it's just a matter of how you use it and understanding how enemies go about looking for you once they are in Caution mode (namely, they will move to where the attack came from and get increased detection in their line of sight). Honestly, the Sneak builds in FO3 and NV were very playable.

It was pretty good in New Vegas. I can't speak for 3, as I couldn't stomach it long enough for very long.
