Not really, they're more shades of gray. Of course, when you compare them to the minutemen or railroad, who are entirely good with nothing bad about them, then yeah, they're the bad guys.
There's really no "evil" option, which in itself isn't bad, but there's a bunch of boring, good options. If they're going to do obvious good guys, then they should do obvious bad guys, too. If they want some more complexity, like in NV, they should have done it more like NV, with no real good or bad guys.

brobathehutt (12/05/2015) [-] The institute makes a point about the railroad that they're wasting a lot of human lives protecting sentient robots which in reality defeats the purpose of said sentient robots. It's a noble cause but its really misguided. The brotherhood, on the other hand, will literally kill anyone for technology. There isn't anything really good about them. The institute is kind of good in theory but they **** it up so badly they look evil. I'd say the brotherhood is pretty much super evil and the minutemen are the ultimate good guys. the other two are in between

ideletedmyotherone (12/05/2015) [-] I'm guessing Fallout 1's story, Fallout 2's ability to be a complete dickwad even though you're supposed to be helping people, 3 and New Vegas inability to kill kids, and 4's linear dialogue.

tollund (12/05/2015) [-] This is how I tried to play fallout 4 my first run. I always play good or at least neutral characters so I wanted to try something new. When I saw the firefight going down in concord my first thought was
"Aw **** yeah i'll side with the raiders and get in the good graces of the commonwealth equivalent of paradise falls".
But you can't do that. Your only option is to help Garvey, they made all these raider characters with different stories and you can only shoot them. When I met Preston you know what I tried to do? shoot him.
But Preston was immortal, same with mama Murphy, sturges, and the longs.
You can't be a psycho in fallout 4, you can't even be moderately evil.
The closest thing you can be to any deviation of Bethesda's good boy character is a edgy antihero who says sarcastic **** all the time. While i'm on the sarcasm options none of them are that sarcastic, they are just weird ******* answers that no genuine person would ever say because its ******* weird.
Sure you can argue that you can kill and eat wandering unnamed characters or the few mortal named characters but that is in such contrast to the character you are forced to play in the dialogue its a shock out of character immersion.
Fallout 4's game play is fun, really fun. It has the tightest controls and most satisfying fights of all Bethesda games and I would argue all the fallout games(I don't like the combat in 1,2 and tactics, fight me) But is flaws of having the story on rails and the ****** voiced mc make it the worst (relevant)Bethesda game in terms of role playing.
That paired with ****** weapon variation(Yeah modifying is cool but most weapons only have straight upgrades instead of meaningful choices) makes for a very frustrating "could have been".
Just imagine for a moment, all the mechanics of Fallout 4, but the choices of New Vegas. It didn't have to be a one or the other option.
Instead bethesda tried to create a "meaningful" story by giving you
a premade character as if their mess of a story could outshine something with real chaos, real choices, and real characters.
tale of three wastelands can't come soon enough so we don't have to play in this shooter on rails commonwealth.
