Just a tip, if you're gonna side with the NCR, or want good reputation with them, save the G.I Blues favour for later in the game, when it comes into play involving the two factions, it'll save you hella lotta time.

you can once you complete the mission G.I blues, but you get several rewards, which are :1000 caps, free entrance to the strip, join the gang, or use the favor on another mission.

Kings can get it for free with good speech, mick and ralphs for 250 with high barter and speech, or 500 with only speech.

Yes, near the East Gate. I think you can also get in on the Monorail from Camp McCarren if you're buds with the NCR. Never tried it myself.
