Exactly, and that's why it'd be interesting.
Imagine!
In England, the only real firearms available for widespread public use are Air Rifles, and if society is in ruins it'd make the game a helluva lot harder as there wouldn't be as many places for trading or shit like that.

I think there'd be more places to trade because we don't have as much open countryside beside our national parks. This means it could be 1:1 scale.
