Like, why did they add that?

I mean I guess that it could be something you have to update on a regular basis. Or is the computer so old the files are corrupted?

I guess it's just one of those silly game things that just is.
But if I found out why is is, I would appreciate it.

It works at most places.
It re-configures turrets to shoot not only you, but everyone.

It works on nearly all of them. what it does is "frenzy" the turret, meaning it will attack you and anything else in the area. There is no way to get it to not attack you though, short of blowing it up.

sigh. First of all every automations must be scripted with hand, every robot, everything that works by themselves. Secondly they all need some sort of computer, which runs these scripts. Thirdly the scripts must be constantly available for the robots, or they will just be idle.
So if you can access the computer that has these scripts, you can modify them or write your own scripts and do whatever you want, with these robot/turrets, like modify what kind of targets the turret will shoot.

I did this earlier in the Museum of Technology (Fallout 3) and the turrets started shooting each other.. They really aren't that smart..

Reconfiguring turrets in the Brotherhood of Steel bunker in New Vegas. Really helped in my hardcore playthrough.

Yeah there are some satellites/towers with satellites on them in the northwest corner of the map in fallout three that let you do this, and it blows up some towers.

I know in some buildings there are key cards that will give you clearance around turrets.

The main idea of that is to make it so, if raiders or something are attacking you and they have a turret on their side, you can turn the turret on them and take some of the heat off of yourself. It's a pretty good distraction, might even kill the enemies- then, all you have to do is use the terminal again to shut it down once they're all dead.
