Because as explained in Old War Blues for Fallout New Vegas, they predicted bottle caps to be the new currency, that means when they informed the government government workers might start saving up their loose bottle caps to have for after the nuclear disaster.

Just a fun fact:   
The Barter Bobblehead in Fallout 3 holds a bottle cap in the air and not pre-war money, even though it was produced before the bombs fell - before bottlecaps became a currency.
