That is not Wolverine, that is Daken Akihiro, Wolverine's son. During Norman Osborn's Dark Reign (when he become the director of S.H.I.E.L.D., later replaced by H.A.M.M.E.R.), he created his own
squad of Avengers, with both regular superheros like Ares and Sentry, and supervillains, like Moonstone and Bullseye. That's why Daken is wearing his dad's uniform, he was the Dark Wolverine in
that period. As Wolverine, he has superhuman healing factor and three claws per hand, although two come out of his knuckes, and one from his wrist, and he has no adamantium covered bones.
And as you may have understood by reading that comic, he is a complete psycho, with a low sense of morale.
