that's a hillarious mistake you did there, letting them make such a mistake. i suppose the correct way to DM it would be to apply a significant, but not impossible negative modifier for being non-humanoid during the attempt.Then again, beasts with high enough bluff can get by, by pointing and growling, so i guess it's ok.

It'd depend on if Druids can still speak common in their forms or not. If no, he wouldn't be able to at all. If yes, no penalties as Cha is MOSTLY used for verbal skills and not a physical trait. Yes some DMs use it as how 'Handsome' a character is but that just seems... Odd.

since it is a stat about how much you are able to influence how people think, it's a bit of both.

A dog can be charming enough to be able to change somebodies mind, without speaking a word, or having any great intelligence, but it is still charismatic as **** . a camel that don't speak might incur a slightly bigger penalty tho.

Eh, the way I see it is people know this kinda **** happens in those worlds so if some camel goes up to them and starts talking at first the guard should go all "wtf" but then he'd be like oh yeah druids
