Well decorative armor is there to intimidate enemies so it would make sense to be as imposing as possible even if on the good side of things. Kind of a obvious statement but concealing the face slants things in a much more negative way.

For example I think this would look much more menacing with a helm but without it their inclinations are much more clear.
