Weeping Angels can be scared too.

But the Angel wouldn't be able to move if the Vashta Narada were observing it

Actually, the angels win this round, since the vashta nerada consume flesh, but leave behind things like bones, rocks, etc and, basically, they have no eyes, they can "sense" things, but they can never "see" as they have no eyes. Thus, there is a good chance that the angels would win since they aren't being seen and would not be forced to turn into stone.

But the very second they aren't stone they get vashta neraded.

That is assuming they are made of flesh. There is no indication that they are, and thus it is quite possible that they are not and thus can not be consumed by the vashta nerad.

weeelll I'd assume so. I mean I wouldn't expect them go turn to rock as a defense mechanism when their regular bodies are made of Refined Steel.

But, if the vashta nerad were to touch the angels, they would be sent back in time instantly since that is also a fact of the angel's physiology. Either way, angels win.

But when I saw a comment below you made about how you only drew a Weeping Angel, rather than taking a picture, you were wrong about that.
Drawings work that way too; which is why there were no drawings of the angels in the actual diary that said "That which holds the image of an angel, becomes itself an angel"
