Possibly because he refused to regenerate, possibly because he didn't have a TARDIS for many years. But if you ever look at the Master's past there was always something wrong with him. In most of his incarnations he slowly, or speedily decays over a period of time. He also has the ability to take over minds, or bodies themselves. So he's not your typical Timelord.

I imagine the reason he didn't leave a scar was possibly, and sadly, because he didn't leave that much impact on the Universe. Most of his schemes were thwarted and/or reversed and his passage through time was fairly limited.

It's also mentioned that he was 'resurrected' by the Timelords during the Timewar to be the perfect warrior, but it is not stated how this was done. Possibly the Master was just a clone and could only regenerate a few times. Maybe the real Master died a long time ago, or just maybe he's still alive and out there in some form.

I'm pretty sure the Master was just put into the Time Lock.

The Master ended up being sent into the Time Lock with the other Timelords that confronted The Doctor.

time lords bodies, as they said in the show, must be burned. the doctor on the other hand has time traveled so much that when he used his last regeneration. well you know the rest.
