it actually isn't a phone booth. it's a police booth. and it could change into anything, if he could fix the disguise thing. he just chooses not to out of lazyness. (or at least that's what my friend told me...)

Not so much out of laziness. He said in one episode that he liked the police booth. In fact, in the season 3 finale, Donna Noble tells him exactly how he could fix the circuit

i was mostly going off of what my friend said. i knew it was a police booth, not a phone booth because i watched most of season 1 of the new series on netflix...
