In the Power Ranger's series in question, Power Ranger's time force, the mMutants, once defeated, were shrunk down into little figurines by the rangers so that they could be stored away instead of having to create special holding cells for the Mutants.

In the particular season of Power Rangers pictured, Time Force, whenever a monster was defeated, it would be shrunk down into a miniature, action figure-like version of itself. The reason given for this is that in that season the rangers (excluding the red ranger and the sixth ranger, who was coincidentally also red) came from the future and that in the future they shrink down criminals and store them in a sort of cryostasis.
