best bet that combines trainability, ease of maintenance, intelligence, cost, and less collateral damage, is a cockatiel.

I bred them when I was younger, and yes, any bird you get is going to be a higher maintenance pet, so get used to it if you really want one.

Cockatiels can be had from anywhere between $60 and $200 US from a reputable breeder, and come in many different colors and varieties. They are easily trained if 'finger tame' from birth, as in, the breeder spent time handling the bird to make it accustomed to humans.

They can be trained to sing several tunes, my Male was particularly fond of the "Charge!" tune, as well as making kissy noises. They are loudest during the day, but tend to quiet down at night, especially if you cover their cage with a sheet to help darken its environment to further reinforce its bedtime.

Yes, Cockatiels bite, but only when stressed out will they bite hard. A properly trained and finger-tame cockatiel will only use his or her beak as a leverage point to move from your finger to other places, as well as occasional affectionate nibbles(not painful, blood-drawing chomps). You have to be aware of your surroundings when you take them out, however. Ceiling fans can be lethal to a Cockatiel, so regular clipping of its wings is a must.

As for keeping the cage clean, it's not that hard. Keep their food and water elevated(attached to the sides of the cage), replace food once a day, replace newspaper in tray once a day, and clean the holding tray with soap and water once a week. Keep them out of their poop and it's fine.

Overall Cockatiels can be good pets, lord knows mine were. And if you're comfortable with it, and have the time, they're fairly easy to breed and the babies are fairly profitable. Just bear in mind it takes more work to get any reward out of owning them. If you don't take care of them you get a squawking, biting, disease-ridden mess that all the other posters are complaining about.
