I can only suggest that he dog appears to come out of nowhere because of the camera implementing a rolling shutter, (where it might capture the frame left to right, or top to bottom over a short time period). Because the camera is panning quickly to keep up with the cars, the part of the cameras sensor that the dog would have been captured by has already been "scanned" for that frame when the camera was pointing the wrong direction. Then when the camera captures the next frame, the dog is visible, and motion blur effects of video compression makes the dog appear out of thin air.
