Convince different city-states to pledge allegiance to me and give me their most violent criminals to kill. In exchange, I use their lives to create dragons that protect them and assist their everyday lives. Eventually I'll have a massive empire with incredible military power and a super-genius dragon to advise all my decisions and assist researchers with their advances. Technological superpower with a near indestructible army and people who see me as protecting them for effectively nothing more than the ability to mete out justice.

No other slayers (lol I am always a sucker for them)
Thing is the question section does not cover all death possibility's. If my sword is destroyed but I have miracle/skelly/spectre/techno do they still work and bring me back? If I am brought back I am no longer a slayer right? Do I still have everything I gained or just what brought me back? Can slayers kill those that are "immortal" to gain their powers our are they truly unkillable? I know that it makes a distinction between not aging and "immortality" but true immortality would really but a damper on the balance of the new world (x-23 is terrible if this is the case). I assume "immortals" are infact killable because how could a slayer get specter if they are immortal (info suggest specter can be obtained).
If immortals can't die I would switch to Valkyrie.

I shall only mostly rise intelligent beings, have them swear loyalty to me, and use dumb undead to do manual work, inform the intelligent beings that if I die, regardless of their own living, even if they are resurrected to their human forms, they will die as well. Elect a regeant to oversee my empire as I rest, and to acquire new servants who I shall rise.
In the end, I shall have a army of smart beings that are more sturdy then any mortal, and in the end, I shall take the eternal rest after resurrecting everyone to explore the stars themselves.
