That's insane and racist. The US already has millions in jail, mostly blacks, because of stupid laws like the 'three strikes' which uses the logic of baseball and applies it to society. People need to be educated, given aspirations and given the opportunity to work hard, own a business and make good money without turning to crime. Of all of these education is the most important, and if somebody has committed a crime it's because they're stupid, desperate or immoral and need to be rehabilitated, not locked up for life or killed.
