It does not depend on how you define mineral, because there IS NO VARIABILITY. There is only one definition of mineral:
a naturally occurring substance that is solid and stable at room temperature, representable by a chemical formula, usually abiogenic, and has an ordered atomic structure.
It is different from a rock, which can be an aggregate of minerals or non-minerals, and does not have a specific chemical composition. In geology, a rock is a naturally occurring solid aggregate of one or more minerals or mineraloids.
These are direct definitions from a geology textbook bro, don't even try.

You forgot to mention that all minerals have a definite chemical composition and follow a crystalline structure. Rocks can also be made of mineraloids, such as obsidian, which is a glass not a crystal.
But you are correct in this issue, rocks are made of minerals.
