On the contrary, really. During all of his appearances, he proves to be quite competent and is better than most of the other chi blockers by a decent amount. Episode three, he easily takes down Mako and Bolin one after the other, and is only taken down by a surprise attack by Korra. Episode six, on the roof, he pretty much fights Korra one-on-one, and does manage to put up a much better fight than the two other chi-blockers who get blown back by Korra's firebending and Lin's metal cords without much of a fight. I dunno how to explain episode seven's blunder, though. Asami's just a badass no one saw coming, and the Lieutenant fell for that hook, line and sinker.

But yeah, even if he does have his ass handed to him every time he shows up, he's got electrified kali sticks. That's pretty badass.
