Marijuana would cause exactly none of the effects Sokka experienced.

It is, but it's not strong at all. I've hallucinated (well I would swear I was at the time, but afterwards I am not so sure because my memory is not good and I've been told you can't)
But only when I stay still, laying down, sitting, even standing, but I had to stay still. Music with your eyes closed is awesome (CEV's). With my eyes opened it was more of textures changing, not like strong hallucinations (nothing like what happened to sokka, that's like DMT or salvia.
tl;dr weed can make you hallucinate but it's not strong

Sometimes people lace marijuana with other drugs to get you addicted. They probably put LSD in it.
Hallucinogens affect and bind to serotonin receptors and neuroreceptors which causes a reaction throughout the cells in the Cerebrum (where all the voluntary functions are controlled (besides the spinal chord)) and other parts of the CNS.
Marijuana attaches to cannabinoid receptors found in the Hippocampus (which can impair long-term memory and spatial navigation, etc) and can not give you hallucinations.

You're putting it on your lips. Enough would still get into your bloodstream to make you hallucinate.
And it could have been Psilocybin or something.
Also, when you smoke things they go directly into your bloodstream. There's no one way a drug can enter the body.
