Because she was, you're talking about a warrior woman who made and trained the Dal-Li, had no problem with killing, and no problem rearranging maps. She was a fighter not a negotiator.

As her Wikia page says; "Unlike her successors, Roku and Aang, Kyoshi was determined that only true justice could bring peace, and had no qualms about killing enemies to achieve this goal. Employing these methods, she was a generally effective Avatar. "

And yet she never tells Aang that he must kill. Her advice is only be discisive. True she does what is needed but she didn't really go around killing people very often. Even Shin the Conquerer only died when fighting her when he stubbornly refused to move as she was seperating Kyoshi island from the main land
