Arrow tattoo is only for airbenders who develope a new airbending technique. And i think she will go in to the avatar trance in future episodes. But as we all know it, Korra doesn't know how to airbend yet

Beat me to it...plus I don't think that you have to have the tattoo's to go into the avatar trance. There was other avatars that didn't get the tattoo's, it's just a way that air benders regulate the flow of their chi (I'm pretty sure).
