Bloodbending had a partial affect. This may help the theory that Amon is a cyborg (I doubt he is) since the fluids in a cyborg e.g. hydraulic fluid or coolant (if they exist) could possibly be bended (but then since they have a different water ration, density, etc. could be more difficult to bend at first).

but then who could have created amon? I don't like the cyborg theory also because I feel like electricity, water too would have more of an affect on him

I dont believe hes a cyborg at all most robotic like things they have made so far are not really that sleek looking.

He just has some form of training he hasnt passed down to his lower level officers

I really can't believe he's a cyborg. But I also don't believe he's an entirely unrelated character to the cast, specifically the Last Airbender cast. It would really put us in our place if he was totally unrelated and was a peasant, though.

theres no way he cant be releated. But hes either an Air nomad or someone form the firenation.... from his skin color at least... i think fire nation is kind of more likely
