Well let's see here. The lion turtle told Aang that before the age of the avatar people used to bend the energy within themselves. Maybe Amon can't be blood bended because he can control himself by bending his own energy. That would explain how he's able to dodge everything thrown at him.

And the ability to take away bending is a form of advanced chi blocking, it could be energy bending because only the avatar is known to be able to do it.

That's not strictly true, benders before the times elements were used bent energy, it is plausible that Amon has once again figured out how to energy bend hence his immunity to blood bending.
