Well, in one episode, Amy supposedly tricked them into staying stone by walking around and acting like she could see.
Also, they are "quantum locked", which suggests that they are really immune to any form of observation, including hearing.

These arguments aside, that's why it would be an interesting fight.

It's a good analogy. An interpretation like that would suggest that they are allowed to move as long as there is no way to determine the exact path they took. However, if this were taken in the most literal sense, they would almost always be frozen -- so there are some limitations to make the show work.

I also think that the angels are almost always a little scared. On of the most famous and lasting mosters that we have come up with is Medusa -- a being who can turn us to stone with eye contact. To the angels, everyone is a Medusa -- and they don't need eye contact.

also unless the angels moved she wouldn't see them anyways, to add that as soon as they stopped she would only see a statue so it would take a while but the angels would eventually win

The angels do probably have the advantage (as long as they don't screw up and look at each other). Toph might pull out a win by barricading herself in rock and listening for movement outside, but that would require either prior planning or really quick thinking.

Lots of variables, but the angels have the better chance of winning.
