Pfffft, I've only seen it once a under a full moon and twice while not, by those standards it can't be done under a full moon!
it can only be done by an extremely powerful water bender, the full moon just makes a water bender more powerful, it's not exclusive to a full moon just helpful... They had actually shown Katara blood bend when it wasn't a full moon during the episode where she had to avenge her parents.
The reason she didn't blood bend against Azula is probably more because she found it morally wrong than because she couldn't.

Either way. Azula was probably stronger than Katara, so Katara wouldn't have been able to hold her in place.
