I've seen another theory where Amon could be someone who's both skilled at combat, and mechanical engineering, hence why he teaches technical power and industry to trump bending. He hides because he really was burned by a firebender, but replaces muscles of his body with artificial ones with advanced sciences, hence why he was able to resist the bloodbending that was used on him, he doesn't have enough remaining blood in his limbs to be bended.
Or just that he's a bloodbender and is using medical knowledge of where to shut down the brain to stop only bending without damaging the surrounding areas.

I'm leaning towards Amon being spirit rather than being a spirit that took over someone's body. Perhaps it is Koh, but I can't think of a good enough reason for him to cross over.
