My solution.
Every member on the High-Council is representative of a kingdom.
Every member on the council is also a bender.
They need to double the number of council members and include a bender and a non-bender from each nation to properly represent their people.

Amon is appeased and I just created world peace.

In the last episode there were 5 council members; earth, fire, water, Tenzin and The other guy (don't know his name off-hand, the taskforce guy). so there is air, fire, water, earth, and nonbender (or at least we haven't seen him bend as I recall).
