I'm gonna sound like a dick but I'm a film major and this is an effect known as the Kuleshov Effect. The expression is neutral but you as a viewer try to assign emotions to it based the preceding image. So if he did something evil/malicious just before (I don't watch the show) then his neutral expression will appear to you as being an evil 'smile'. It's the same principle as Darth Vader's mask having 'emotion' throughout Star Wars even though it's a fixed expression

It is probably because the mask is a bit curved. In the first pic you look from underneath and in the second pic you look from higher up.

Understand, also, that this is a cartoon. Some of the drawings are going to be unrealistic. Take this picture of Meelo biting Tenzin's head, for example. Kid's can't fit their jaws around a human head, last time I checked.  The artists also take shortcuts when they can with time limits and what not.

Angles breh. If you look closely, the shape of the mouth is exactly the same in both cases, just the angle of his head is different.

Which makes me respect the two creator dudes even more for accomplishing that.

All these illusion comments are technically true, but I prefer to believe that Amon can just do whatever the **** he wants.

I am pretty sure it's perspective, in the first shot the angle is below his face making it look like a frown, while from a straight on angle the expression appears to smirk more. Clever attention to detail by the animators.

Look at the one in the first picture and in the second picture. The ends of the mouth both have ball-like shapes on the end, which gives it the appearance of a smile when the perspective changes.

Despite all the mistakes that have already been found in animation, I believe that the animators have done a great job with Amon's mask.
