I dont think so. I'd say once he gained Sage Mode he became the strongest in the Hidden Leaf and that while in Sage Mode he's stronger than Tsunade

as you can see pure strength doesn't mean anything without proper techniques and durability

I'm fairly certain that she would win one on one. Naruto basically has 3 techniques that he uses since the chuunin exams, Rasengan, Shadow Clone, and Shadow Clone that does Rasengan. Now he can also summon toads. Beyond that, the only advantage he has is his kyuubi chakra and sage mode, both of which just allow him to go ape shit.

For whatever reason that's enough to overpower every character in the series, probably just because he is the protagonist.

On the other hand, Tsunade has experience. She has insane strength, and tons of techniques. She can even bring herself and others back from the brink of death. As long as she can predict Naruto's movements then she shouldn't have a problem.

If Naruto wasn't the main character then I feel like he would've lost way more fights than he has. The only time that I was like "that was clever" was in the Chuunin exam when he beats Neji by going in the hole.

I'm not sure that he really does have long range abilities. I guess the clones are long range if he just stands in the back, but then it would give away which one is the real one and he can be targeted. He also has shuriken, but then again, so does every ninja worth a damn.

On the other hand, Tsunade has Space-Time jutsu, and insane gen, tai, and ninjutsu ability. Also, her slugs are long range.

I think you don't even know what you're talking about... She has not shown any space-time jutsu, neither gen, or tai beyond brute force fighting, or nin beyond the summoning, medical and sealing techniques.
Easily beated by Pain, in any case. She's supposed to be one of the Sannin, but if she was any good in real combat (not just as a healer), that time is long past.
Naruto is way ahead of her, only a few characters in the series can stand up for a minute fight against him right now. And if you think Tsunade is one of them, you have to stop smoking crack.

What all of you are forgetting is that, just because a person is the strongest doesn't mean they are leader-material.

Naruto could be the strongest in the world, it doesn't negate the fact that he's a moron.

Can you truly see someone as spastic as him being able to sit still for political meetings?

Being able to finish all the paperwork that is required of him in the village?

Being able to NOT offend everyone that enters his office just because he doesn't like them?

Being able to send his friends out on dangerous missions that might result in their deaths?

Naruto is still an immature brat who can only become serious while in battle, and even then he'll easily let his emotions take over if Sasuke's name is mentioned even once.

I'm not sure who forgot about that (I didn't, therefore not all of us), but it's not relevant... We were talking about "power levels" or "who would win in a fight" stuff only, not about suitability for hokage. I don't see any leadership discussion here.

Someone said up there he can become a Jounin as soon as he wants to. Not Hokage in any case. We all know he's not suited to take the leadership of the village on his hands, even if he has a power level of kage or beyond. Read up and you'll see that angle was never approached :P

Ah, well my mistake then. Still though, I'd say he could become a special-jounin before he'd ever be a full jounin. After all, a full jounin would have to be able to lead teams on missions or take on a genin team.

Well, I have to disagree about that. I even have my doubts about his (un)suitability for being Hokage.
Just think about Jiraiya. You think his character is so different from Naruto's? Still, being as he is, he took apprentices, taught Nagato Konan and Yahiko, Minato and Naruto, at different times... Also, he got OFFERED the 5th hokage title, even if he decided Tsunade was more fitted for that role.
Now think about Naruto. He's alredy teaching Konohamaru. Also, he has taken mature decissions when the plot required it...
Sure, he would be the most crazy, hot blooded Hokage ever, but I think all the characters have had more or less of that in one moment or other... And he would for sure be able to start teaching genins. If it was required, wouldn't be a major change to the character imo. In Jiraiya's line...

Jiriaya is different thought. Yeah, he would act all goofy and silly. Sometimes letting himself be distracted but when it came down to it, he would instantly become serious.

He turned down role as Hokage because it wouldn't make sense for him to be one. He had a spy-network to maintain and the way his character was built, he was one of the last people that would be able to sit in an office all day instead of being out in the field.

Same with someone like Kakashi. You think he'd take up the job?

I will amend my statement though. Naruto could possibly be Hokage material when he hits his 20's, after he's shed most of his childish ways and has grown more.

It has never been stated the relative levels of PURE strength of those two, Tsunade and Naruto on sage mode. Naruto could perfectly be stronger than her in sage mode, and using kyubi coating.
Also, you say he lacks variety of techniques? Tsunade can do TWO things besides using brute force in taijutsu, healing (others or herself) and summon a giant slug. That beats Naturo in lack of variety. He can summon toads; he can sage mode for strength, speed, reflexes and perception; he can kyubi mode for strength, speed, regeneration and chakra manipulation; he can do rasengan (melee) and kazerasengan (ranged) and tailed beast bombs; he can do shadow clones; and above all has shown a sense of strategy that Tsunade has yet to show.
