The reason he went after the leaf was to get Naruto because he is the 9 tails jinchuriki. When Naruto defeated Pain/Nagato he convinced him that he would be the one to bring peace to the world and that he would do it in his own way. Pain/Nagato was moved by Naruto's determination and decided that he would use the rest of his life force to revive the people he had killed.

Naruto's character roster is far, far too big for any one author to keep them all under control and give them all the screentime they deserve. You know what Masashi should do?

If I want to watch an Action filled Anime about Ninjas killing each other then I will try out Naruto, and when I watch Naruto I won't be dissapointed. But then I see the Big brother, Shippuden, and you just know he'd rather throw a flower than a kunai, and he'd aim for the other hole aswell.. if you catch my drift.

well i thought it was fucking stupid how naruto talked his way out with pain and yet i'm still entertained by the whole series. hell, i'm pretty sure a bunch of people thought it was dumb, but i'm not so close minded as to deem it as a flaw - some people might have liked the plot twist. and clearly there are lots of people who okay with it considering the large audience naruto has. so once again, it is subjective.
