This is how Microsoft sells Windows in Japan. No joke, there's a mascot for every recent Windows OS. These two are for Windows 8 (there's two, because W8 was made for both tablets and PC's).

themurp (12/17/2015) [-] I forgot how to fix that one, I'm somewhat sure it's related to your processor in some way. Reinstalling processor drivers or updating bios or install windows 7 then update to windows 10. This is my slightly more tailored advice.
