It says at that point that Vegeta surpassed Goku from his anger from Bulma being hit. Also power levels from scouters were just meant to be a flaw for enemies who couldn't sense power to have, like Frieza thinking Goku was weak.

Children didn't get coal in there stockings if they were bad, that is false.
Coal was given to poor children, because a night or two's worth of heat in the winter was the difference between life or death back then. Nothing was a better present back in the day.
