In that scene those soldier were members of the Ost Battalions, prisoners froms eastern European countries invaded and forced into the German army. They were saying, "Please don't shoot me, I am not German, I am Czech, I didn't kill anyone!"

It shows up when I search for Soranowoto -.- Looks like someone on FJ sourced it incorrectly causing it to show up on Google images.
Soranowoto has similar scene with pointless fighting so I instantly assumed it's correct.

This mecha gif is definitely from Soranowoto though. They even have this thing in a garage in the middle of nowhere.

It is equally easy to make gif, mp4, or webm from a video. Using same tools.
Though they're a bit pain in the ass to understand how to use.

Look at ffmpeg. It's just a single command line to get the result that is suitable for posting.
Used this command to make a this gif: ffmpeg.exe -i "[HorribleSubs] Plastic Memories - 0
3 [720p].mkv" -ss 12:36 -t 10 -vf scale=300:-1 out.gif
Had to scale because 35 MB gif is not nice.
