His name is Hisoka, the anime stopped because the manga isn't finished and at the pace it's moving it probably never will be, it's called hiatus x hiatus it may happen and unless Hisoka dies or the manga ends before then it will probably happen.

During two arcs from HxH this ending would start playing right before the end of an episode after a dramatic turn of events.
In here it works slightly similar to the Captain America Civil War meme.
