Kawaii means cute, desu mean is, am, are, be. As in, "It's cute."

Desu doesn't directly translate. Kawaii Desu more literally translates to "(you are/it is/whatever) cute.", with the parenthesis being assumed, since in Japanese the subject is usually omitted. wa is the word that seperates the subject from the sentence. IE: Anata wa Kawaii desu, means "You are Cute.", desu can actually be completely omitted here, and still be grammatically correct.

It depends on the context of the conversation. Just saying that kawaii desu does not mean cute, but kawaii by itself does.

Kawaii and Kawaii Desu have no differences aside of how proper it is. If you were with a bunch of close friends and really felt the urge to call something cute, you'd say "Kawaii". If you were with a bunch of acquaintances, or talking with someone you didn't know - you should use "kawaii desu".
