It always made me angry that they called 17 and 18 androids.
Androids are robots designed to appear human, they are closer to being cyborgs than androids. They were originally human who received cybernetic upgrades.

the only scene I remember about this is 209 at the start of the tournament where goku sees 18 and freaks out. The only explanation krilin gives is "she was originally human, dr.gero just remodeled her a bit".

As for the wish, it was to remove the bomb (self-destruct) from her

You are completely correct, 17 and 18 were organically human who got cybernetics implanted into them which, by definition, makes them cyborgs and not androids.

I think it was a translation issue. That or they just got lazy and decided that if the others are called androids, 17 and 18 will be too (Even if they aren't)
