As the girl kicks up, you can see her leg raise above the dude, so the means she is either as tall as the guy (not the case), or the guy is holding her up. The second scenario further reduce the distance between them.
The girl kicks back right on his nuts, that mean her leg is only about 2 feet in length.
and since height is roughly twice of leg length, the girl is 4 feet...AT MOST.
HOW??? or did she just retract her leg for the kick? Need help on this...

Also, the camera shift on her foot is simply perspective aswell. It's not meant to look as if it's towering over the man, simply to show the force as it comes down. It's the same **** people do in live action films, to show size difference when you want to play up a character's height. Also, it's just ******* anime.

Two groups of goons fire on each other? Both tend to take heavy losses, or the side getting the jump sweeps cleanly.
A badass (main character, villain, etc.) attacks a goon? Dead in one shot. Maybe two if they're feeling like tormenting the sap.
Two badasses fire at each other? Grab some popcorn. That'll take a while. They can hit shots easily, but since being badass acts like an invisible force field (we'll call it 'plot armor' for short) they're unable to land a solid blow.
The only way to injure a badass is to load a bullet with plot relevance. Make sure it carries the will of story progression. Then it can pierce that plot armor and let the stalemate end.
Who cares about the fight scenes though? Crazy bitch circus is best *********** .
