Two different adaptations of the same story. I believe this is a scene from Brotherhood. It might be a scene in both; I don't know as I haven't watched the first one.

See, when deciding between dub and sub, it was either Vic Mignogna, or Switzerland/Madame Red/Tao Ren.   
And since of Hetalia, Black Butler and Shaman King, only one I watched in sub, guess who won out.

I will explain (although I actually don't remember where I got this information so it may just be something I imagined)

The first series (Fullmetal Alchemist) started before the manga was finished and caught up with it so the writers said they could go where they wanted with the anime.
The second series (Fullmetal Alchemist Brotherhood) followed the storyline better.
