Fubuki, the Blizzard of Hell, grew up in the shadow of her older sister. While they both had psychokinetic powers, her sister was stronger and thus taken away at an early age to be studied and to have her abilities honed. Because she was always weaker, Fubuki tried to prove that she could still stand on her own, and developed something of an inferiority/superiority complex, thinking that she wasn't good enough to stand alongside her sister, but that she was good enough to lead others. So when the Heroes' Association was founded, she jumped to the top of B-Class, creating a group that she led. She won't advance to A-Class, however, because she can't stand at the top of A-Class due to Sweet Mask being extremely strong and holding that position.
Essentially, Fubuki doesn't believe in herself even though her stronger older sister does, but she does everything in her power to be a leader and outshine everyone, while also desiring friendship in the form of subordinates and, later on, Saitama's group.
Tatsumaki, the Tornado of Terror, was snatched up by researchers when she was young due to her immense psychic power. She was isolated from anyone and everyone, turned into a biological weapon, and was forced to stand on her own two feet without anyone supporting her. As such, she is extremely vicious towards anyone that tries to help her or even the very thought of camaraderie. She has the skills to back herself up, but she thinks that everyone should be forced to do the same, and so she doesn't respect anyone who can't do what she did, hence her only showing some respect for S-Class heroes like herself. She does, however, believe in her younger sister Fubuki, wanting her to excel more than anything. But due to Fubuki using a group to assist her, Tatsumaki believes that she is limiting herself and needs to stand on her own, since she thinks that's the only way to succeed.
Tatsumaki keeps her emotions bottled up and to herself because she thinks that she can only watch out for herself and that not being able to stand alone in the world is a sign of weakness. She shuts herself away from friendship because of her childhood, and only acknowledges the strong.
In summary: Fubuki wants to be a leader but doesn't believe in herself, and Tatsumaki is a SUPER tsundere with a history of isolation and forced self-sufficiency.
If I were in a position where I had super powers I'd likely side with Tatsumaki in trying to make Fubuki believe in herself, but I'd also try to teach Tatsumaki the importance of having some help and friends so life isn't so dull. They both have flaws and Saitama's currently trying to fix Tatsumaki's in the webcomic.
