It really did, just look at Vegeta, throughout the series his motivation got less and less selfish. In the saiyan saga he fought for the selfish dream of immortality. In the Ginyu saga he still fought for immortality but had to team up with Gohan and Krillin. He fought Frieza to avenge his race and prove himself a super saiyan. He allied with the Z fighters against the androids because he wanted a challenge. He even rushed cell in his perfect form after trunks was killed, which was his first selfless act in the whole series. In season 7 he only wanted to fight Goku for the sake of settling their score. And in season 8 he confronted his personal demons whilst under babidi's control and even gave his own life for those he loved. Finally in season 9 he admits that Goku is superior to him.

You should throw the Angel Beats guy out the window too. Only a few characters got any development.
